Roger's Rule

Authorization for a project will be granted only when none of authorizers can be blamed if the project fails but when all of the authorizers can claim credit if it succeeds.

プロジェクトの実行の承認は、失敗したときに全ての承認者は責任を取る必要がなく、成功したときは承認者の手柄となるときにのみ得られる
